Solution:
This is caused by regional settings not being applicable with Forecast 5.
To fix this, go to Control Panel > Clock and Region: Change date, time, or number formats > [ Additional settings... ]
The following options must be:
1. Decimal Symbol: .
2. Digit Grouping Symbol: ,
3. List Separator: ,
